Key Insights from the AI+ Intelligence Summit
SCSP convened intelligence leaders, technologists, and global security experts for the first AI+Intelligence Summit at the Waldorf Astoria Hotel in Washington, D.C. The group addressed one mission: preparing the U.S. Intelligence Community (IC) to compete effectively in the age of artificial intelligence (AI).
The summit occurred at a historic time when the narrowing technological gap between the U.S. and its adversaries demands an immediate, radical transformation of the IC. Speakers throughout the day emphasized that while the IC has weathered past technological shifts, the AI age represents a fundamental break — transforming not what matters for geostrategic competition, but also dramatically accelerating the scale, speed, and volume of information in ways not previously encountered. In a world of ubiquitous digital data, prevailing in the intelligence game is no longer about which side collects the most data, but which side is best able to process, synthesize, analyze, and act on it to derive actionable insights for decision advantage. As Ylli Bajraktari, President of SCSP, noted in his opening remarks, the goal is simple but daunting: ensure our adversaries are the ones playing catch-up.

CIA Leaning Into the AI Challenge
Deputy Director of the CIA, Michael Ellis, stated that the winner of the AI race will set the global standard for technology. His remarks revealed that the CIA is already managing over 300 AI projects, including the recent generation of its first-ever AI-assisted intelligence report. Within the next decade, the Agency envisions a transition from AI as a tool to AI as an autonomous partner, where officers manage hybrid teams of humans and machines. This shift is designed to free up CIA officers from routine data sifting, allowing them to focus on critical thinking, mentorship, and high-stakes judgment.
Technology is currently revolutionizing the traditional intelligence cycle. Former Deputy Director of the CIA, David Cohen, underscored that AI is fundamentally redefining how all-source analysis is performed, necessitating a new workforce of AI-adept professionals who leverage machine speed to maintain a proactive edge.

Transforming All-Source Analysis: From Data Ingestion to Decision Advantage
Two recently-retired seasoned CIA executives, Wayne McCool and Bruce Frost, currently Vice President of Intelligence at Rhombus Power, also explained how AI automates data triage and semantic search, turning a flood of data into a manageable stream. McCool highlighted that the IC must maintain a human-in-the-loop approach, allowing analysts to experiment broadly without exposing unrefined outputs to policymakers. Frost emphasized that AI heightens the ability to provide credible assessments faster, while McCool argued the true measure of success centers on scalability and completeness.

Shortening the “Kill Chain” at the Tactical Edge
Major General Robert Kinney, Chief Artificial Intelligence Officer at the Defense Intelligence Agency, emphasized that the IC can no longer afford siloed projects that fail to scale. To accelerate progress, the DIA leverages Other Transaction Authority acquisition methods to bypass traditional bureaucracy. Major General Kinney further noted that the DIA completed its most recent OTA process in only 40 days — shattering the timeline of legacy multi-year procurement cycles.

MI6 Chief Sir Richard Moore explained that AI fundamentally shortens the time required to pick up battlefield information and take action. Brigadier G David P. Elsen at U.S. INDOPACOM, J2 (Intelligence), further stressed that failing to adopt AI carries greater risk than adopting it. INDOPACOM now operationalizes AI across all seven joint warfighting functions, using forward-deployed edge computing to synchronize sensors and shooters. Under a Hub and Spoke model, tech experts pair directly with operational commands to deploy tools like ChatDIA in as little as three months, ensuring that code changes adapt to the commander’s needs in real-time.


OSINT as the Cornerstone of Technoeconomic Competition and AI Adoption
The intelligence battleground now spans the technoeconomic sphere, where minerals, supply chains, and research papers carry as much weight as troop movements. Randy Nixon, Interim U.S. President & Chief Customer Officer at Janes, and Brandon Daniels, CEO of Exiger, highlighted that Open Source Intelligence (OSINT) no longer functions as a secondary resource; it serves as the cornerstone of modern competition.
Daniels observed that China utilizes a fast-follow strategy, allowing the U.S. to lead in innovation while China focuses on the rapid implementation of robotics and batteries. He argued that the U.S. must prioritize the return on investment for OSINT. For example, AI-driven tracking of illicit goods could return a billion dollars a month to the government if implemented correctly. To maintain the lead, analysts use tools like Osiris to make global data easier to sort through and use. This allows them to curate datasets and identify missing information in public disclosures—data that adversaries historically exploited to dominate markets like critical minerals.

Cognitive Warfare and the Battle for Perception
In an era of synthetic realities, the frontline of conflict has shifted to the human mind. David Pitts, Chief Strategy Officer at Crescent Bridge, and Ellen McCarthy, ChairWoman & CEO, Truth in Media Cooperative, defined Cognitive Warfare as actions taken to undermine an adversary’s decision autonomy through disinformation, societal pressure, and even the manipulation of AI models themselves.
Shawn Chenoweth, NSC Director for Cognitive Advantage, warned that adversaries seek to make the U.S. lose its will by injecting uncertainty into the decision-making gap. The panel broke down the threat into three categories: misinformation, missing information , and rhetoric information. A significant concern raised was automation bias — the tendency for humans to trust an AI’s confident, but potentially poisoned output. To counter this, experts recommended treating data as critical infrastructure and utilizing Small Language Models trained on highly specific, vetted datasets to detect adversarial nudges before they reach a policy-maker’s desk.

The Strategic Imperative of Public-Private Integration
A recurring theme throughout the summit was the necessity of a tighter cybershield between the government and the private sector. Both Sir Richard Moore and David Cohen discussed the unique challenges of the Age of Transparency. While adversaries like China benefit from a top-down, Military-Civil Fusion model, the U.S. advantage lies in its democratic values and freedom of thought.
However, institutional friction remains. Rob Joyce, founder of Joyce Cyber LLC, and Peter Ranks, Chief Strategy Officer at GRVTY, warned that AI-driven vulnerability research currently favors offensive operations over defense. They argued that the government’s slow authority to operate processes often stifles startups before they can deploy critical innovations. Garrett Berntsen, Chief AI Officer at Accenture Federal Services, and Dr. Megan Anderson, Executive Vice President of Capabilities at IQT, also noted that private companies now possess power once reserved for nation-states, including the ability to build tools that could break into the NSA. To harness this, the IC must move toward outcome-based deals and patient capital, scaling initiatives like In-Q-Tel to ensure that the private sector’s speed isn’t hampered by the bureaucracy of the buyer being divorced from the actual user in the field.
